Our Leica User Community does this annually for the last four years, as part of a big meet-up held in a different city each year. We do a slightly abridged version: it's called the One Challenge - you declare your camera, lens, and film type (or ISO if you're going to be shooting digital) and then you get three hours (after lunch but before bar-time) to go and shoot the City in which we're meeting. Every participant puts €10 into the winner purse. A few weeks later everyone submits one shot, which gets posted in a voting thread anonymously. Then all members (whether they participated or not) get to vote on their top 3. The winner takes the pot of cash.

Too bad the 36 Exposure group is excluding digital photographers... I disagree with their assessment of digital being over-shot and indiscriminate, but that may be because I shoot with a dRF, not a dSLR.
